Minutes of the meeting held on Wednesday 26 July 2017 at 7.30p.m. in the extension of the Memorial Hall, Ipstones
PRESENT: Councillors Heather Morris, Howard Mycock, Sandy Richards, Barry Shuttleworth (Chair), Andrew Stevenson and Patrick Stimpson. The Clerk, 1 x Reporter and 2 Members of the Public

DECLARATION OF INTERESTS: It was agreed to take these as they arise
DISPENSATIONS: None received.
Cllr Stevenson raised an error on the minutes for Wednesday 28th June 2017, Agenda Item No 63/17. ‘SMD/2017/0361 Outline permission with details of access for three detached bungalows at Former Garage, Land off Foxt Road, Foxt’. The proposal should have added ‘providing there is no development on the land behind the proposed bungalows’. It was agreed this amendment should be made before confirming the minutes of the 28/06/2017.
75/17. MATTERS ARISING
- Vehicles ‘For Sale’ on Verge in Froghall Road: The Clerk suggested that a letter should also be sent to Your Housing regarding this. It was agreed to do this.
- Foxt Telephone Kiosk: Cllr Mycock reported that Mr Pickstock will paint the kiosk as soon as there is a period of good weather.
On proposal by Cllr Shuttleworth and seconded by Cllr Stevenson it was agreed that the minutes for the Site Visit held at Rose Cottage, Foxt on Tuesday 4th July 2017 as being a true record. This was agreed unanimously.
76/17. PLANS: the following applications had been received: –
SMD/2017/0432 variation of Condition 2 to planning permission SMD/2013/0435 (Two storey side extension) at Greenbank Farm, Foxt Road, Foxt. The Condition was read out and following a discussion it was proposed by Cllr Shuttleworth and seconded by Cllr Stimpson not to make comment on this application. This was agreed.
77/17. CORRESPONDENCE
- E-mail to Chairman, L Malyon from Mr B Smith (British Horse Society Access and Bridleways Officer for Staffordshire) re PFP 102: The e-mail was read out and comments noted. On proposal by Cllr Stevenson and seconded by Cllr Shuttleworth it was agreed to respond that we had taken advice from the County Council on this matter. This was agreed.
- Police Commissioner re Police and Fire Consultation: It was agreed to put this on the next agenda and to print a copy for each member.
- SCC re Staffordshire Subsidised Bus Review Consultation: It was agreed to put on the next agenda and print details for each member.
- The Pensions Regulator: Acknowledgement of declaration of compliance had been received.
- Lengthsman’s Report (May & June): Details of these were noted.
- Humphrey Scott-Moncrieff DL, High Sheriff of Staffordshire: A letter of thanks had been received for the letter congratulations that had been sent.
- SMDC re ‘Dog Bins’: An e-mail from Mr Cummings advised that the previous correspondence had concluded the matter and that he had kept Cllr Forrester up to speed with the issues raised.
- Staffordshire Housing Association: Acknowledgement of the parish council’s letter had been received and stated that they will investigate the issue raised then write again.
- Ipstones Agricultural Society: A letter had been received seeking sponsorship for this year’s Annual Agricultural Show. Cllr Stevenson declared a personal interest and did not take any part in the discussion/decision on this item. It was proposed by Cllr Richards and seconded by Cllr Stimpson to sponsor the Show for the sum of £300.00 under Section 137 (Miscellaneous Payments). This was agreed.
- Douglas Macmillan Hospice: A letter had been received thanking the parish council for the support that has been given in the past and seeking further support. It agreed to keep this letter back until the autumn as the last donation was given in October 2016.
- SCC re Damaged Bus Shelter on A523, Winkhill: It was noted that this Bus Shelter had been demolished due to a RTA and they were trying to find out who the Bus Shelter belongs to. Members and the Clerk think that it belongs to SMDC. SCC are to be advised of this.
- Other Newsletters, Bulletins, etc

78/17. HIGHWAYS
- Pot Hole by Churchside Barn: It was agreed to write about this pot hole as it was before Christmas that it was reported and it is getting bigger and more dangerous especially when filled with water.
- Pot Holes, Shay Lane, Ipstones: It was agreed to chase up on this.
- Foxt Road, Froghall Wharf – deep rut at side of road: It was agreed to write about this and ask when the work is going to be carried out as it was later last year when it was reported.
- Foxt Bank: It was agreed to report that the Bank is slipping again.
79/17. ANY OTHER BUSINESS DEEMED URGENT
- Speed Watch: The Chairman suspended Standing Orders to allow Mr Dyer the Speed Watch Co-ordinator to speak. Mr Dyer explained that out of the volunteers there is only himself and Mr Savage who volunteer now and that due to personal circumstances they are unable get out to carry out speed watch sessions very often now. He said that they will both continue to do sessions when they can, but that the Speed Watch Scheme cannot be sustained for much longer. Mr Dyer went on to say that he had recently received some information regarding Grants that are available for Road Safety Schemes and that the first round for applying for a grant is between 1st August and 14 September. The total amount of grant money is £200k and there will continue to be further rounds for applications until the money has gone. Mr Dyer said that they often clock vehicles travelling well over the speed limit and he thinks that Ipstones does need something to slow traffic down as it enters the village, he said he thinks that a ‘gate way’ feature such as a chicane at either end of the village might be a good option for Ipstones, with vehicles entering the village having to give way to vehicles exiting the village or alternatively, flashing ‘30mph’ or ‘slow down’ signs at either end of the village. Cllr Shuttleworth agreed that a ‘gateway’ feature would be a good idea and he would find out more about it. Members agreed with this. Cllr Shuttleworth thanked Mr Dyer for all the work he has done for the Speed Watch Scheme.
- The Old Fire Pump: Cllr Richards said she thinks that the Pump should be stored somewhere in Ipstones and thinks that the parish council should help with providing somewhere in the Village to store/display the old pump. It was also noted that the Leek Fire Station now have an old Fire Engine. It was agreed to find out what the long term plans are for the old pump.
- Damage to PFP 102, (Church Lane to Belmont Road): It was noted that after the very heavy downpour during Friday night the recently resurfaced path had been damaged by the volume of water that must have run down the path causing deep grooves. It was noted that some of the grids in Church Lane are blocked which may have contributed to the amount of water that ran down the path. Following a discussion it was agreed to ask the Contractors for a site visit and to also ask the County Council for a site visit. This was agreed.
80/17. QUARTERLY ACCOUNTS REPORT FOR PERIOD 1ST APRIL TO 30 JUNE 2017: Each Member had received a copy of the report and the Bank Statements were available
for checking the bank reconciliation figures. It was agreed to accept the report as a
true record.
