Minutes of the remote teleconference meeting held on Wednesday 28 April 2021 at 7.30 p.m.
Present: Councillors Mick Irwin, Leslie Jackson, Heather James, Linda Malyon (Chair),
Howard Mycock, Andrew Stevenson, Patrick Stimpson, John Williams and the
Clerk.

On proposal by Councillor Mycock and seconded by Councillor Irwin it was agreed unanimously to authorise the minutes for the meeting held on Wednesday 24 March 2021
as being a true record.
34/21. Matters Arising
- Memorial Tree and proposed Orchard on the top of the Common Good Trust Field: The Clerk reported that she had spoken to Chairman of the Common Good Trust Committee who had said he will speak to other members of the committee about this, but he did raise a few concerns such as who would be responsible for erecting and maintaining a fence which would need to be put in place to protect the memorial tree/orchard from cattle and would the people living opposite have objections to an orchard as some had objected when a suggestion was made a few years ago to put some allotments. Councillor James said it is up to the Common Good Trust to decide on this. Other places were suggested for a Memorial Tree, but it was finally agreed that maybe ask the lady if she would be willing to adopt one of the Copper Beech Trees in the Cemetery which she could place a plaque and plant some daffodils around the base.
- Superfast Broadband: Councillor Williams reported that he had had a brief conversation with the lady from Consall and they are due to speak again on Friday to see if/how it can be taken forward.
- Seats in Cemetery: It was noted that Mr Emery has quoted £90 to paint the three seats in the Cemetery. It was agreed unanimously to accept this quote.
- Seats in Parish: It was agreed to ask the Lengthsman if he would paint all the seats in the parish including one at the bottom of Shay Lane, Foxt.
- Old Fire Pump: Councillor Irwin said he has not managed to get a decision from CVR at the moment but said if we can hold on for a while as there is a lot going on at the moment.
- Landslide on footpath near Froghall: Councillor Malyon reported that she has been asked how long the path is going to be closed. Councillor Williams said that it is a permissive path and that it had been closed purposely by the County Council and he does not think they will do any repairs. It was agreed to put a notice on the Notice Board.
- Potholes, Froghall Bank: Councillor Malyon advised that she has complained to the County Council because when they closed the road to repair potholes on the Bank they did not repair the potholes at the bottom of the Bank. She said they are going to make enquiries as why the Contractors did not do them all while the road was closed.
Councillor Jackson reported that there is a pothole near Sandy Lodge and Councillor Malyon reported one near the milestone on the way from Bottomhouse to Ipstones Edge – the Clerk advised that this on had been reported.
- Proposed Orchards: The Clerk advised that she has told District Councillor Porter that Your Housing have given permission for the parish council to plant an orchard on the land in Froghall Road but added that Your Housing have still not forwarded the lease through. It was agreed to chase up on this.
- Trees growing out of brickwork on the Lime Kilns, Froghall Wharf: Councillor Irwin reported that he had looked and taken photos and said that the trees need to come out before they cause irreversible damage to the Lime Kilns. Councillor Malyon agreed to enquire at the District Council to see if they know who is responsible for the Lime Kilns and report back next time.
35/21. Plans: The following planning applications had been received: –
SMD/2021/0156 Single storey dwelling and garage on land adjacent to Brandon
House Farm, Foxt. Following a discussion, it was proposed by Councillor Stimpson
and seconded by Councillor Mycock to object to the application because it is not
in keeping with other properties in the area and is therefore inappropriate. This was
agreed unanimously.
SMD/2021/0187 Conversion of part of Ancillary Outbuilding to Ancillary Residential
Accommodation at Glenwood House Farm, Belmont Road, Ipstones. Following a
discussion it was proposed by Councillor Williams and seconded by Councillor James
to support approval of this application. This was agreed unanimously.
SMD/2021/0241 Proposed marquee for educations visits, relocation snack shack,
covered eating area & proposed agricultural building including associated landscape
works and rerouting of existing public right of way to suit future proposals at Peak
Wildlife Park, Winkhill. Following a discussion, it was proposed by Councillor Irwin
and seconded by Councillor Stimpson to support approval of the application. This
was agreed unanimously.
36/21. Correspondence
- Lengthsman’s Report (March): Receipt of this was noted. It was also noted that there is a problem with rabbits and moles on Foxt Community Area. Members did not know how we could stop rabbits going on the area. The Lengthsman also reported that there is a bag of rubbish still on PFP 102 (Little Lane). Councillors Malyon & Jackson both said they had recently walked along the path but had not noticed it. Councillor Jackson said he would have a look.
- The Rambling Wombles (A group of volunteers who have formed to carryout litter picking, looking after flower tubs and other projects they can help with): Several letters had been received from members of the group and a letter from an individual about flower tubs. Members thought that it is brilliant that so many people are willing to help to improve the village and are supportive in what they are doing. It was agreed to invite one or two representatives from the group to the next meeting so that ideas can be discussed and so that the parish council are able to work with them. Councillors Malyon & James had spoken with NE one of the main members of the group. The following was discussed in more detail: –
- The Flower Tubs: It was agreed that if the volunteers wish to plant and care for the tubs then they should be encouraged to do this and the parish council will pay for the summer bedding plants that are already on order with The Nursery at Old Hall. The volunteers can then collect and plant the plants. Councillors Malyon & James agreed to speak to NE in next day or two and the Clerk will speak to the Nursery at Old Hall. Councillor James said that the parish council need to be more proactive and plan further ahead for spring/summer planting. The Clerk explained that the summer bedding plants are not planted until the end of May in case there is any late frosts and that there are daffodil bulbs in the tubs, but these had probably diminished over the years.
- The Community Garden at Old School Court: Some of the Volunteers had offered to tidy up the garden and look after it. Councillor Malyon said that permission would be needed from PDRH and that the parish council had already been in contact with PDRH about the state of the garden and asked what they are planning to do – but had so far had no definite response as to what they are going to do. It was agreed to ask PDRH if they would give permission for volunteers to look after the garden.
- The Volunteers had suggested a Memorial Garden possibly at bottom of Noonsun Common. Councillor Malyon said this would tie in with a suggestion that Councillor Stevenson had previously made, and it would be brilliant if some of the volunteers were able to help with this – again this would need to be discussed with them.
- Litter Picking: It was noted that the volunteers are doing a brilliant job and are enhancing what the Lengthsman does. Councillor James added that the group had managed to purchase litter pickers with donations received.
- Councillor James said a lot of people are willing to help with things but do not like attending meetings. Councillor Malyon said that we need someone to come along to one meeting so that we can discuss their ideas and open the line of communication.
Councillor Jackson proposed that we invite one or two of the group to the next meeting to get the line of communication open and to contact PDRH regarding the Garden at Old School Court. This was seconded by Councillor James and carried unanimously.
- Mr S, Foxt: Each Member had received a copy of the letter and noted the comments Following a short discussion it was proposed by Councillor James and seconded by Councillor Irwin to acknowledge receipt of the letter as he requested. This was agreed unanimously.
- SCC re the newly created public footpath, Foxt: It was noted that posters regarding this have been displayed on the Notice Board.
- NC re state of roads on Church Lane & Clerks Bank: Councillor James explained that the roads are in a shocking state and that the road from Clerks Bank to the end is wearing away on either side by about a foot and it is not due to heavy vehicles using the road it is general wear & tear as it is a long time since any work/resurfacing has been carried out on this stretch of road. She said there is also the issue of gritting and snow ploughing as someone from one of the Farms has offered to do this voluntarily, who has the equipment, but has been told by the County Council that he cannot do it. The Clerk reported that a letter had been sent to the County Council earlier this year about this but the person she had written to had passed it to someone else and no-one has come back yet. Councillor Malyon said that the County Council would not provide the Volunteer with any grit either. It was moved by Councillor Malyon to write again and quote ‘volenti non fit injuria (where there is consent there can be no injury). This was agreed unanimously.
- SCC ‘Beat Loneliness’: Councillor Malyon said it was a long letter and if anyone wanted to read it to contact the Clerk.
- Best Kept Village Competition: It was noted that the BKV competition would not be running this year.
Annual Governance Statement 2020/2021 – this was deferred until the next meeting.
37/22. Insurance Renewal – Three quotes had been supplied by Came & Co – These
were read out and it was proposed by Councillor Stevenson and seconded by
Councillor Williams to accept the quote from Penn Insurance, the Company
the Parish Council is insured with as this was the lowest quote. The amount to
pay is £948.30. This was agreed unanimously.
38/21. To sign Agreement for use of Fire Sation for office space: This was signed by
the Chair Councillor Malyon.
39/21. Daffodil Bulbs: It was agreed to think of areas they could be planted and
suggested that could involve the Wander Wombles volunteer group to help with
planting the bulbs. Councillor Malyon suggested planting Poppies around the
village name signs. Councillor Irwin volunteered to do this. It was also noted that
some towns have planted wildflowers along verges which cuts down on the
mowing costs and said it is something we need to think about.
40/21. Foxt Community Area: Councillor Malyon said we need to re-open the play area
now. It was agreed unanimously to put a sign up to state that people using the
equipment should wipe down before and after use and that they should provide
their own cleaning items and hand sanitiser. To state that they must abide by the
current Covid-19 Regulations.
The Clerk advised that the Annual Inspection is due and said that the Company that
the parish council usually uses is the lowest price at £60 plus VAT for an
unaccompanied inspection. It was proposed by Councillor Jackson and seconded by
Councillor Williams to accept this quote from Wickstead Leisure. This was agreed
unanimously.
41/21. Highways
- Advertising Signs on Junction of B5053 and A52: Councillor Stevenson said that he thought that there were getting a lot of signs on the corner and he thought they blocked the vision of drivers emerging from the B5053. It was agreed for members to look before the next meeting.
42/21. Any other Business Deemed Urgent
- Councillor Stevenson said it is not an urgent item, but he wondered why we are using initials/first names only on the minutes was it to do with data protection. The Clerk said that when she had been to meetings both at County Council and District Council on data protection this is what they had advised to do.
- Millenium Arch: Councillor James said she thought that the Millenium Arch is looking Shabby and could do with a coat of preservative. It was noted that the person who had made/carved the Arch had advised that it does not need treating. Following a discussion, it was proposed by Councillor James and seconded by Councillor Irwin to ask the Lengthsman if he would be able to do this with an oil based preservative. Councillor Malyon added that he would probably need to use a Cherry Picker for safety but other thought that a ladder would be sufficient. It was agreed to discuss with the Lengthsman and to tell him that he would be paid on the hourly rate if he goes over the Lengthsman’s allocated hours.

It was noted that after 6th May 2021 it will no longer be legal to hold remote meetings.
The date of the next meeting, which will also be the AGM was fixed for
Wednesday 26 May 2021 at 7.30p.m. in the Main Hall at the Memorial Hall
